But....stuff happens. Purchase orders get canceled, projections get miscalculated, or an ill-timed cash crunch hits. Suddenly factories need to transform that already rolled cigar inventory into dollars. And because they don't own the brand names, they can't sell them banded and packaged - instead they have to offload them in naked or generic looking bundles. These here are first-quality premiums (not 2nds).
